This reminds me of when this happened to me and leads to my:

OBHack:

Same situation, broken base of a bulb in a socket (at a stairway, no
less).  Pliers couldn't take it out because there wasn't enough of an
edge for them to grab.  Hmmm...  Stick the pliers on the inside of the
base and push outward.  It was slow, but it worked, and there was no
way I was going to stick my fingers in the socket (the light was on 2
switches, and only one was under my control).
